No Panel Formed for Extending Ayushman Bharat Benefits to Citizens Aged 70 and Above: Government

In a recent statement, Union Minister of State for Health Prataprao Jadhav clarified that the government has not established any panel or proposal to extend Ayushman Bharat benefits to citizens aged 70 and above. The announcement came in response to questions about expanding the health insurance scheme to include older citizens.

No Expert Committee for Expansion

Minister Jadhav emphasized that there is no expert committee tasked with evaluating the extension of Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (PM-JAY) to cover individuals aged 70 and above. He stated that the scheme is designed to provide health insurance coverage of ₹5 lakh per family per year for secondary and tertiary care hospitalizations to 55 crore individuals, which corresponds to 12.34 crore families. The scheme currently covers all members of eligible families, irrespective of age.


Scheme Details and Expansion

Initially, Ayushman Bharat identified 10.74 crore beneficiary families based on the 2011 Socio-Economic Caste Census (SECC). This identification process used specific deprivation and occupational criteria for rural and urban areas. In January 2022, the scheme’s beneficiary base was expanded to 12.34 crore families. States and Union Territories were given the flexibility to use other digitized databases of similar socio-economic conditions for beneficiary identification. This included Aadhaar-seeded databases for verifying poor and vulnerable families.


Jadhav reiterated that the current structure of the scheme does not include provisions for extending benefits specifically to citizens aged 70 and above. All eligible families continue to receive coverage under the existing parameters of the scheme.


National Health Claims Exchange (NHCX)

Responding to another query, Jadhav highlighted the progress of the National Health Claims Exchange (NHCX), a system aimed at streamlining and enhancing the efficiency of health insurance claim processing. As of July 21, 34 insurers and third-party administrators are live, with approximately 300 hospitals preparing to submit their claims through the NHCX.


The NHCX, built under the Ayushman Bharat Digital Mission, aims to standardize and speed up health insurance claims. It serves as a central gateway for exchanging health claim information among insurers, third-party auditors, healthcare providers, beneficiaries, and other relevant entities. The system focuses on interoperability, machine-readability, auditability, and verifiability to ensure accurate and trustworthy information exchange.


Benefits of NHCX

The NHCX is expected to enhance transparency and efficiency in the insurance industry, benefiting both policyholders and patients. By providing a standardized platform for claim processing, it is anticipated to improve the overall patient experience and streamline administrative processes. Jadhav noted that the NHCX aligns with the government’s commitment to advancing digital health infrastructure and improving service delivery in the insurance sector.


Overall, while the Ayushman Bharat scheme continues to provide substantial coverage for millions of families, there are no immediate plans to extend benefits specifically to senior citizens aged 70 and above. The focus remains on maintaining the existing framework and leveraging technological advancements like the NHCX to improve service delivery and efficiency within the health insurance sector.

Despite ongoing discussions and public interest, the government remains steadfast in its current approach, focusing on optimizing the existing framework of Ayushman Bharat. The absence of an expert panel for expanding benefits to the elderly reflects a broader strategy to consolidate the scheme’s impact and address current beneficiaries’ needs effectively. The government’s stance suggests that while future adjustments cannot be entirely ruled out, any significant changes would be based on comprehensive assessments and broader policy considerations.
