Health Ministry has issued a strict directive to hospitals across India, mandating timely and transparent reporting of organ donation cases particularly brain stem deaths. Non-compliance may result in serious consequences, including cancellation of hospital licences. This move comes in response to a growing concern over hospitals failing to report vital data regarding deceased donors, recipients, and transplant locations. The Ministry emphasized that India continues to have one of the lowest organ donation rates globally, mainly due to cultural taboos and a lack of awareness.
As per the directive, all hospitals must submit detailed monthly reports to their respective state authorities. These reports must include the number of deceased donors, names and nationalities of recipients, and the location (city and hospital) where the transplant was conducted. The reports must be forwarded to the central government by the 7th of each month. Health Ministry officials highlighted that many hospitals, particularly in South India, have been ignoring key provisions of the Transplantation of Human Organs and Tissues Act (THOTA).
The Ministry reiterated that brain stem death is legally recognized as death under THOTA, making organ donation from such cases permissible. A single deceased donor can save up to eight lives by donating organs like the heart, liver, kidneys, lungs, pancreas, and intestines. Additionally, tissues such as corneas, skin, bones, and heart valves can also be transplanted. Authorities have made it clear for hospitals that fail to comply with these new guidelines will face strict penalties, including the possible revocation of their operating licences.
