UP Budget 2025: UP Govt to Strengthen Healthcare Services

As per UP Budget 2025, the healthcare facilities in Uttar Pradesh are set to improve significantly, with a budgetary provision of ₹50,550.42 crore for the health sector. A dedicated recruitment board will be formed for the appointment of specialist doctors in hospitals and medical teachers in government medical colleges. Currently, 11,800 MBBS, 3,970 MD/MS, and 120 DM/MCh doctors graduate each year. With the new provisions, the state will produce an additional 1,500 MBBS and MD/MS doctors and 130 super-specialists annually. Every year, Uttar Pradesh will produce 1,500 additional MBBS and MD/MS doctors, along with 130 super-specialists (DM/MCh).

The state has 80 medical colleges, of which 44 are government-run, and 36 are private institutions. Many specialists who receive MD and MS degrees and are appointed in hospitals often leave their positions for various reasons. Their appointments, managed by the Public Service Commission, take a long time. Similarly, while autonomous medical colleges have a committee for appointing medical teachers, government medical colleges rely on the commission for recruitment. To streamline this process, Uttar Pradesh is forming the Specialist & Medical Teacher Recruitment Board with an allocation of ₹3.34 crore, making appointments in government medical colleges and hospitals more efficient.

New Medical Colleges in Balrampur and Ballia

A provision of ₹27 crore has been made for establishing an autonomous state medical college in Ballia, while ₹25 crore has been allocated for a medical college in Balrampur. In Ballia, a new college will be built, whereas in Balrampur, the KGMU satellite center will be upgraded to a medical college. To encourage private investment in medical education, an incentive scheme has been introduced with a provision of ₹22.91 crore.

Enhanced Diagnostic Facilities in Hospitals

A budget of ₹25 crore has been allocated for pathology machines in community health centers across the state. Additionally, 30-bed hospitals will be operated under the Public-Private Partnership (PPP) model, with a provision of ₹15 crore.

  • ₹12,817 crore for allopathic medicine
  • ₹16,354 crore for family welfare
  • ₹14,586 crore for public health
  • ₹13,361 crore for medical education & training
  • ₹2,000 crore for the Ayushman Bharat National Health Infrastructure Mission
  • ₹100 crore for constructing new buildings for the medical, health, and family welfare department
  • ₹4 crore for forming the Uttar Pradesh State Allied and Healthcare Council
  • ₹25 crore for an Integrated Command & Control Center
  • ₹5 crore for monitoring community health centers under the HOPE project
